Civic issues
Topics getting the most attention in Lima public meetings, ranked by how frequently they come up.
Free meter parking for handicapped placard holders
Councilor Gordon referred the question of free parking meter use for handicapped sticker holders to the safety-services committee.
Traffic signal modernization
Council moved forward on a plan to modernize traffic signals at 37 intersections, with engineering costing up to $495,265 — 80% covered by federal air-quality funds.
Sidewalk repair assessment prioritization
A resident's complaint about a $471 assessment for a sidewalk 1/16 inch out of compliance blew up into the night's biggest debate. Councilor Lowe argued the city should fix its own worst sidewalks before fining homeowners; the mayor and Public Works defended a citywide rotation program.
Denied road-hazard damage claim
A resident whose tire and rim were damaged by a street hazard urged the city to do more for drivers who report hazards, since current rules penalize the first reporter.
Regional transportation funding
About $2M a year in federal/state transportation funds is available regionally; projects need engineering readiness and a 20% local match.
Street pavement preservation program
The preliminary 2027 paving list is out for council review — comments are due by July 17, with a final list expected at the July 27 meeting for submission to the state.
Street Crack Sealing Program
A $1.28 million Shelly Company contract will resurface about 6.2 miles of streets this summer, plus a $52,755 crack-sealing contract with Scodeller Construction to stretch pavement life.
Street Resurfacing Project 4-26
A $1.28 million contract with The Shelly Company would resurface about 6.18 miles of city streets, funded by a mix of state grants and local funds. Work was planned for summer through November 2026.
Train blocking crossings on Central Street
Councilor Lowe says residents keep calling about a train that stops on Central Street tracks — sometimes for nearly three hours — and sounds its horn at 3 a.m. The city can't control how the railroad warns at crossings, but residents can report blocked crossings to police while Lowe pursues a time study.
Bus stop upgrades across Lima
A $189,944 project will build boarding and alighting zones at bus stops citywide, paid for by the Allen County RTA.
2026 Combined Sidewalk Project
The city will contract to rebuild sidewalks at 12 properties whose owners ignored repair orders, keeping neighborhoods walkable and safe.
